Intermittent Closures of 94th Street<br />
(between Third and Second Avenues)<br />
Beginning on or around February 6th, 2012</p>
<p>In support of the Second Avenue Subway (SAS) project, MTA contractors will begin major underground work on 94th Street between Third Avenue and Second Avenue, beginning Monday, February 6th 2012. This work will require 94th Street, between Third Avenue and Second Avenue, to be closed temporarily due to the size and location of the operation and its proximity to vehicular trafficc. The roadway will be reopened at night after daytime construction activities are completed. These intermittent closures will last until fall 2012.</p>

<p>Flaggers will be positioned at 94th Street and Third Avenue to facilitate the fl ow of traffic and/or pedestrians as appropriate.</p>
<p>All in-block vehicular traffic can enter at 94th Street at Third Avenue.  A  flagger will be posted there to allow vehicles to enter and exit. Drivers and pedestrians should be aware that when 94th Street is closed, the street between Third and Second Avenues will be temporarily two-way, and drivers and pedestrians should look both ways.</p>

<div>Having overcome several legal challenges by Upper East Siders, the city this week put out a request for bids to build a controversial waste transfer station on the East River at East 91st Street, drawing a step closer to making the facility a reality.</div>

<div>Late last year, a state appeals court tossed out a lawsuit filed by a local civic association challenging permits for the station. It was the third unsuccessful attempt in recent years by opponents to block the garbage facility, which is a key part of Mayor Michael Bloomberg&#8217;s PlaNYC 2030 sustainability platform.</div>
<div></div>
<div>“Moving forward on this project represents historic progress on the mayor&#8217;s solid waste management plan, which will greatly improve the sustainability of our waste disposal, help fulfill the goals of PlanNYC and improve fairness across all five boroughs,” a spokesman for the mayor said Wednesday.</div>
<div></div>
<div>The city has budgeted $125 million for the project, but it is expected to cost about $190 million to complete.</div>
<div>The request for bids was published Tuesday in the City Record and is available on the Department of Design and Construction website. Proposals are due by March 29. The East 91st Street facility is one of four new marine transfer stations the mayor wants to build in Manhattan, Brooklyn and Queens. They are designed to help reduce the reliance on trucks to haul away trash and to ensure that no one community is stuck with a disproportionate role in the city&#8217;s disposal of trash. Trash at the stations would be transferred from trucks to large barges or trains.</div>

<div>The new East 91st Street three-story waste transfer station will replace one that closed at the same location in 1999, and will process up to 5,280 tons of trash per day. The city has not yet decided where the garbage will end up, but officials expect to complete contracts for the transportation and disposal of the waste by the middle of the year.</div>

<div>“The issuance of the RFP is just one more step for a real five-borough solution to a five-borough problem,” said Eddie Bautista, executive director of the New York City Environmental Justice Alliance and former director of the mayor&#8217;s office of city legislative affairs. “This is exactly the way we should be going. Communities in the South Bronx and Brooklyn that have been bearing close to 70% of the city&#8217;s solid waste burdens are breathing a little easier.”</div>

<div>The East 91st Street plan is moving ahead despite intense opposition from local elected officials and several organizations, including the Gracie Point Community Council, an association of residents, workers and property owners in the area; and Residents for Sane Trash Solutions, a new grassroots community group. Much of the opposition has been led by Glenwood Management Corp., a real estate company that owns several buildings across from the proposed station. Glenwood did not immediately respond to a request for comment.</div>
<div>Gracie Point Chairman Anthony Ard said his group and others were pursuing potential appeals of two of the lawsuits and that the “opposition is far from over.” The association contends that added truck traffic and other effects of the station would have “catastrophic impacts” on the community.</div>

<div>Assemblyman Micah Kellner, D-Manhattan, said opponents were still pursuing several avenues to defeat the waste station. He&#8217;s looking</div>
<div>into whether the city missed deadlines in a solid waste management plan approved by the City Council in 2006, which might require new approvals, and whether proposed environmental mitigation is sufficient.</div>

<div>“I think it&#8217;s really premature for the city to put out this solicitation for bids and act as if it&#8217;s a fait accompli that this waste transfer station is going to be built,” he said. “We in the community are going to continue to fight this because we know it&#8217;s the wrong thing to do.”</div>

<p>In support of the Second Avenue Subway (SAS) project, MTA contractors will be conducting a water main tie-in between 93<sup>rd</sup> Street &amp; 95<sup>th</sup> Street on the west side of Second Avenue.  The work will happen from 11:00pm on Monday, January 23, 2012 to 7:00am Tuesday, January 24<sup>th </sup>2012.</p>
<p>In order to complete the water main tie in, the water will be shut off for the duration of the work.  The west side of Second Avenue will not have access to water during this time.  The east side of Second Avenue will not be affected by this operation.</p>
<p>This notice is a follow up to the Department of Environmental Protection’s prior notification.</p>
